DEVIN LEINGANG

President, Northwest Regional Council of SMART

Devin began his sheet metal apprenticeship on May 18, 1987, with the Hermanson Company after graduating from the Welding Program at Lake Washington Technical College. He spent the first two and a half years of his apprenticeship in the field before transitioning into the shop, where he went on to serve 10 years as a shop foreman. Devin then launched the Specialty Metals Division at Hermanson, where he spent 12 years managing and selling specialty metals projects. In total, he dedicated 31 years of his career to Hermanson.

In 2018, Devin was elected to serve the membership of Local 66 as a Business Representative, a role he held for five and a half years. On July 1, 2023, he was appointed Regional Manager of Local 66, where he served for two years. On September 1, 2025, Devin was appointed SMART Northwest Regional Council President, a position he continues to hold today.

In addition to his leadership roles within SMART, Devin serves as Secretary/Trustee of the Northwest Pension Trust, Trustee of the Northwest Healthcare Trust, Vice President of the Washinton State Building and Construction Trades Council and is a member of the Board of Directors for Qualstar Credit Union, where he also chairs the Audit Committee. He additionally serves on the Board of the Local 16 Healthcare & Pension Trusts.

RUSSELL BROWN

Financial Secretary | Treasurer of the Northwest Regional Council of SMART

Russ began his sheet metal career in 2003 as a material handler and began his apprenticeship in 2004. In 2006, Russ volunteered as a full-time Youth to Youth Staff Organizer. Russ spent the majority of his career with McKinstry company employed as a Building Trades apprentice, journeyman, field foreman, and more recently a detailer. Throughout his career, Russ has held part-time positions with local 66 which include Warden, Trustee, and NW Executive Board member. In 2020, Russ came on staff as a Regional Representative for Local 66. Along with being a Representative for Local 66, he represents Local 66 as an Executive Committee Member for the Northwest Regional Council, sits on the Finance Committee for the NWRC, and serves as a trustee for the NW Organizational Trust.

JUSTIN BOURGAULT

SMART Local 66 Regional Manager

Justin started his sheet metal apprenticeship in 1990 at TRS fabricating and installing stainless steel for restaurants and architectural sheet metal projects. In 1993 he transferred to a shop that was primarily involved in HVAC and architectural sheet metal projects. Shortly after completing his apprenticeship, Justin decided to work for some of the industrial shops and learn more about that part of the industry. After working a couple of years primarily doing industrial Justin worked on several large projects as a lead and Forman, he was offered a position at US Sheet Metal Inc. During the next 13 plus years he served as the field Forman and superintendent doing a wide variety of projects such as industrial, marine industrial, HVAC, architectural and his favorite custom fabrication of stairs, handrails, countertops, barbeques and custom kitchen range hoods. Justin left US Sheet metal and began his carrier as one of the apprenticeship instructors for the JATC in DuPont. After four years as an instructor, Justin moved onto becoming the Training coordinator serving the Western Washington Sheet Metal JATC.

WAYNE PETTY

Seattle / NW Washington Position 1

Wayne began his sheet metal apprenticeship in Las Vegas with Local 88 and finished in Seattle with Local 66 in 2018. Since turning out, he has primarily worked for UMC as a field foreman and detailer. Wayne also taught night classes at the JATC for 4 years until being hired as a Regional Representative in 2023.

BRYAN JOHNSON

Seattle / NW Washington Position 2

Bryan started his sheet metal apprenticeship in 1991. Most of his career has been spent doing field HVAC installation with long stretches at Hermanson and University Mechanical. The membership entrusted Bryan to represent them in 2015, and Bryan continues to do everything he can to continue earning that trust.

SAM HEM

Seattle / NW Washington Position 3

Sam started his journey as a Sheet Metal Worker in May 1995 in the Residential sector of our industry at Barron Heating in Bellingham, after turning out as a Residential Journeyman he started over as a Building Trades Apprentice. During his apprenticeship, he volunteered as a full-time Youth to Youth Staff Organizer and didn’t look back. Shortly after turning out as a Building Trades Journeyman was applied for the full-time staff Organizer position and served the membership in that capacity from 2003 through 2008. From that time Sam has served the membership in his current capacity. Sam currently is Vice President of Seattle / King County Building and Construction Trades Council, Sam is also an Executive Board member to Washington State Building Trades Construction Trades Council representing NW Washington Building Trades. Sam is a Trustee for SNAP as well as the Allied Pension.

TAYLOR FRANCO

Seattle / NW Washington Position 4

Taylor’s path in sheet metal began in 2006 at an architectural metals fabrication shop. For ten years, he worked in the non-union sector—an experience that revealed what was missing: fair treatment, representation, and opportunity. In 2016, he joined Sheet Metal Workers Local 66 and has been a proud member ever since.

Taylor’s field career was spent at McKinstry, where he advanced to Foreman. Today, he serves as a Business Representative, as well as a JATC trustee and delegate to the Seattle King County Building and Construction Trades Council. Taylor is committed to promoting solidarity and opportunity for our trade.

CHRISTINA BAYANIYAN

Seattle / NW Washington Position 5

Christina started her journey by first going through ANEW, that’s a pre-apprenticeship training program to help get people into non-traditional trades. When Christina completed the course she was at the top of her class and she was off and running.

In 2015 Christina was accepted into local 66 and was working as an apprentice. Throughout the 5-year apprenticeship program Christina worked at 4 different companies; Holaday parks, MacDonald Miller, Hermanson, and Mckinstry. She has experience in the shop and out in the field doing layout, installing duct, and everything in between. More recently she was in the shop office inputting and designing custom fittings on Cam Duct. Christina has been engaged in recruitment efforts within high schools and the Washington Women in Trades Fairs. Christina also organized/ran the Bring-A-Meal program for the Women’s Committee / Smart Army joint venture since December 2018.

In August of 2020, Christina was brought on as the newest member of the organizing department. Christina says “she is excited and honored to have this opportunity to serve our members and be apart of such an amazing team. I love my union and having the opportunity to be a part of something that gives back to our communities and protects the workers. I look forward to meeting each and every one of you. Stay safe out there!”

KAL ROHDE

Seattle area Production, Marine, Industrial

Kal Rohde started as an Industrial Sheet Metal Worker back in 1984 working nights. In 1987 he was accepted as an apprentice in the building trades, graduating as a Journeyman in 1991. Kal held the part-time positions of Warden, Vice President and President from 1999 through 2013. After working for almost 25 years at the same shop, Kal Rohde decided to run for the full-time Production, Marine, Industrial Business Representative position which he has held since 2013.

JASON GILBREATH

Service / Building Trades Representative

Jason attended Clover Park Technical College night program in 1997 and 1998 where he earned his accreditation while maintaining full time employment in the marine trades. After completing his education, he started his service career within Local 66 in January 1999. He was quickly drafted into the construction support division of his contractor and began HVAC control installation and programming along with installation of commercial equipment and equipment startup. He completed the apprenticeship in November 2003 and shortly after was promoted to foreman where he remained the majority of his career.

In 2018, Jason was chosen to serve as the service instructor at Western Washington Sheet Metal JATC where he instructed HVAC service, TAB, and sheet metal apprentices and Journeyman Local 66 members.

Jason now proudly serves as the first service organizer for Local 66 and intends to bolster the existing service membership and grow opportunities for HVAC service members and potential members through the local.

KEVIN THOMAS

Tacoma / Bremerton / SW Washington Position 1

Kevin Thomas earned his Eagle Scout Award from the Boy Scouts of America at age 14, teaching him the value of hard work at a young age. He started his apprenticeship in 1997 shortly after graduating from Enumclaw High School. Kevin worked for Delta Technology primarily installing HVAC systems, HVAC manufacturing, and specialty welding. In August of 2017, Kevin was offered the opportunity to become the first instructor of the SMART International’s SMART Heroes program. He administered and instructed the program until January 2020 when the Local 66 Executive Board unanimously approved him as the Business Agent for Southwest Washington Position 1. Kevin serves as the Vice-President of the Olympic Peninsula Building Trades Council, on the Executive Council of the Pierce County Building Trades Council, as a delegate of CPARB’s Project Review Committee and as a trustee of Local 66’s Organizational Trust.

JOE GAYLOR

SW Washington Position 2

Joe Gaylor started his relationship with Sheetmetal Workers Local 66 in 2015 by initiating the GBW railcar services organizing campaign.

After a successful campaign, Joe participated in the negotiation of the first contract at GBW railcar services and was the first shop steward at the shop.

In April 2019, Joe came on staff full time with local 66 as an Organizer.

RYAN MILLER

Service Organizer

Ryan Miller serves as a dedicated Service Organizer with SMART Local 66, bringing a strong commitment to building worker power and expanding union membership across our jurisdiction. Ryan went to Perry Technical Institute graduating in 1999 and has been in the field for 26 years, so he has a deep understanding of the issues facing tradespeople today, Ryan is on the front lines of outreach, education, and organizing—ensuring more workers have access to the protections, benefits, and solidarity of union representation.

Since joining the organizing team, Ryan has been instrumental in growing SMART’s presence through targeted campaigns, apprenticeship recruitment, and contractor engagement. He works closely with members, prospective members, and community partners to promote union values and fight for fair labor standards in every shop and job site.

Whether he’s walking jobs, leading trainings, or mentoring the next generation of union leaders, Ryan brings passion, integrity, and grit to everything he does. His work helps ensure SMART Local 66 continues to thrive—not just as a union, but as a movement for economic justice.

PAUL WILLIAMS

Organizer

Paul Williams joined the Building Trades Apprenticeship at 50% in December 2006. Most of his years he spent working with our architectural brothers and sisters, but he spent a few years doing HVAC. Paul came on staff as an organizer in February 2017 and proudly fights for all sheet metal workers.

BRYSON RIKER

Organizer

Bryson began working in the sheet metal trade in 2018, starting with McKinstry Architectural. Most of his career has been focused on architectural sheet metal, with shorter stretches at Krueger and UMC that helped round out his experience. Now serving as an organizer, he’s dedicated to supporting the membership and building strength and solidarity across SMART Local 66.

ALEX LORENZO

Organizer

Alex is a graduate of the T.E.R.O. pre-apprenticeship program. He became a member of Local 66 Sheet Metal Workers Union in 2019 when he started his apprenticeship for Testing, Adjusting, and Balancing. He worked for Neudorfer Engineers as a TAB technician until he was brought on staff as an organizer in 2025.

Alex’s dedication to union values—solidarity, fairness, and respect—comes through in every conversation he has, whether he’s speaking with longtime members, welcoming new recruits, or engaging in the community. He doesn’t just advocate for fair labor standards; he embodies them in every interaction and on every job site, championing the dignity of work and the power of collective action.

JENNIE KORDENAT

Organizer

Jennie’s career in the construction industry began in 1993 as an IBEW Local 970 Inside Wireman apprentice. She completed her apprenticeship in 1998 and then served as Recording Secretary, Executive Board member, and Examining Board member of IBEW Local 970 in Longview. She worked in the industrial and commercial electrical industry until 2006, when she was hired as a Compliance Investigator by the Oregon & SW Washington Fair Contracting Foundation. For 6 years, she monitored public works construction projects for prevailing wage and apprenticeship standards. In 2013, she was awarded the IBEW Founders’ Scholarship and the Talbot’s Scholarship for Women and pursued her Bachelor of Arts degree full-time at Eastern Washington University. In 2016, she went to work for the Department of Labor & Industries, enforcing prevailing wage laws as an Industrial Relations Agent. During her 9 years with L&I, she was an investigator, lead agent, and eventually supervised a team of 6 agents who investigated prevailing wage complaints. She left L&I in 2025 and was hired as a Compliance Investigator by NW Fair Contracting Association. In August of 2025, she joined Local 66 as an Organizer. She works in the Longview office, where her focus is on compliance.

Jennie is a third-generation union advocate and has served on the Public Hospital District Project Review Board and currently represents labor on the Longview School District Facilities Advisory Committee.

PHIL HAMEL

Organizer

Phil began his sheet metal career in 2019 with the SMART Heroes program. After successfully completing SMART Heroes, Phil was dispatched to UMC as a Building Trades apprentice. He worked a mix of field and shop positions until he landed at QuickTin in 2024, where he became a journeyman. Phil was hired as an Organizer in September of 2025.

Phil is incredibly eager to devote his path forward to serving the members of Local 66 as well as organizing the unorganized sheet metal workers of Washington state.
